HE PUBLIC SAFETY COMMANDER III (Law Enforcement Major)
SUMMARY
The Higher Education (HE) Public Safety Commander III is responsible for directing a large-sized certified uniformed law enforcement staff assigned
to investigation/crime prevention, patrol, traffic and/or training at a large institution of higher education. This position is governed by state and federal
laws and agency/institution policy.
FUNCTIONS
Plans and supervises the activities of a large-sized certified protective service and administrative staff engaged in law enforcement and crime prevention on a
large university campus. Assists in the planning and development of departmental goals, policies, and regulations; develops and administers sub-division
budgets; issues operational directives to sub-division employees. Ensures completion of departmental goals and objectives; ensures that changes in laws,
regulations, policies, procedures and practices are disseminated to sub-division personnel. Directs the operations of sub-division programs and staff assigned
to investigations, crime prevention, campus patrol, traffic, parking, training, and/or communications. Directs complex investigations, and supervises the
maintenance of special and confidential files. Coordinates public safety matters with prosecutors, attorneys, courts, and university officials, and disseminates
information to the general public and the news media. Performs other duties as assigned. Review and approve criminal case file for judicial review by the
Prosecuting Attorney’s Office. Interprets directives and attends special meetings to convey information concerning investigations and complaints, or to answer
questions concerning public safety activities. Coordinates monitoring of Surveillance Security Cameras footage review; Camera Functionality Test; Code-Blue
Emergency Phone Functionality Test; and maintain status logs. Coordinate and/or Broadcast Campus Emergency Alerts. Performs other duties as assigned.
SPECIAL JOB DIMENSIONS
The Higher Education Public Safety Commander III is classified as an (ESSENTIAL WORKER-FIRST RESPONDER) and may require on-call duty status and
shift work. Qualification with small arms; and the wearing of firearms and uniforms are required.
KNOWLEDGE, SKILLS, AND ABILITIES
Knowledge of law enforcement management and supervisory principles. Knowledge of criminal laws and departmental and university policies and procedures.
Knowledge of budgetary planning and administration. Knowledge of investigative methods and techniques. Ability to organize and direct the work activities of
others. Ability to plan, evaluate and conduct training. Ability to communicate effectively orally and in writing. Skill in the operation of firearms.
MINIMUM QUALIFICATIONS
The formal education equivalent of a bachelor's degree in criminal justice or related field; plus six years of progressively more responsible experience in law enforcement, including three years supervisory experience. Certification by the Arkansas Law Enforcement Standards Training Academy as a Law
Enforcement Officer. Possession of a valid state motor vehicle operator’s license. Additional requirements determined by the agency for recruiting purposes require review and approval by the Office of Personnel Management. OTHER JOB RELATED EDUCATION AND/OR EXPERIENCE MAY BE SUBSTITUTED
