Pulaski County Regional Solid Waste Management District
The Pulaski County Regional Solid Waste Management District has initiated a search for a Chief Operating Officer (COO) to organize and manage District internal operations. The COO will work with the District Executive Director and all staff members to implement the mission, vision, and values of the District. The COO will help coordinate projects and programs in conjunction with other state regional solid waste management districts, the Arkansas Department of Energy & Environment, and the Department’s Division of Environmental Quality to protect the public health, our shared environment, and conserve resources by empowering local citizens to reduce, reuse, and recycle acceptable general residential consumer waste, as well as special recyclable commodities.
Qualifications for this position include the following:
•Research, develop, and recommend to the Executive Director effective and efficient operational and financial policies, procedures, programs, documentation, manuals, records, and reports.
•Review financial information, statements, budgets, audits, payrolls, and reports.
•Recommend to the Executive Director and oversee the implementation of appropriate and necessary financial controls consistent with Board-approved budgets and financial accountability.
•Manage all necessary office technology (IT) support, and recommend to the Executive Director appropriate office equipment, furnishings, supplies, vehicles, and other resources, including acquisition, maintenance, and disposition.
•Develop and recommend organizational objectives and strategies and help manage financial and human capital to implement those strategies including, but not limited to, Human Resources policies, in conjunction with and advice from the Pulaski County Human Resources Department.
•Review and revise, as needed, the Employee Manual, and ensure all employees are aware of and fully understand employee job descriptions, responsibilities, and office policies.
•Manage employee office hours, personal time, holidays, vacations, and other appropriate time off, or time out of the office, including work-from-home policies.
•Recommend and budget for continuing education opportunities through conferences, meetings, associations, seminars, and the like.
The starting minimum annual salary ranges from $55,000-$62,000, with full benefits.
