Project Manager/Modernization Coordinator NorthBridge Housing Solutions (formerly North Little Rock Housing Authority) This opportunity is covered under Section 3 of the HUD Act of 1968.

General Summary of Work

Performs intermediate skilled technical work monitoring expenditures, facilitating maintenance and construction contracts, maintaining compliant procurement processes, administering federal programs, and related work as apparent or assigned. Responsible for the agency’s annual plan and Five-Year Plan. Work is performed under the limited supervision of the Executive Director and Deputy Director.  

Essential Functions

  • Reviews expenditures of the modernization budgets; coordinates and controls expenditures to concur with funding; approves/disapproves all payment and change order requests.
  • Develops, implements and administers capital activity. Develops specifications (under direction of the Deputy Director and in coordination with architect when necessary) for on-going maintenance contracts. Also create bid, RFPs, RFQs, and quote announcements. 
  • Independently implement and monitor the Capital Fund and procurement process.
  • Maintains a contract register for all recurring and non-recurring contracts and monitors compliance with procurement regulations.
  • Maintains detailed procurement files in compliance with federal and state regulations.
  • Reviews contract specifications and ensures contractor compliance.

Knowledge, Skills and Abilities

Thorough knowledge of construction contracts; thorough knowledge of rules and regulations concerning HUD Funded Capital Funds; thorough knowledge of subcontracting best practices; thorough knowledge of procurement practices and policies of the Authority; general knowledge of basic construction and reconstruction processes and procedures including developing scope of work, and specs; general knowledge of trade terminology; some knowledge of the policies, procedures and activities of the Authority and HUD; ability to read and write, and to follow oral and written instructions; ability to perform manual work requiring some physical strength and agility; ability to work well with supervisor, contractors, associates and residents; skilled in the operation of trucks and other automotive equipment; ability to exercise adequate safety precautions against safety hazards; ability to establish and maintain effective working relationships with associates and general public.

Education and Experience

Any combination of experience and education/training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

Experience: Minimum five (5) years of experience in management of residential or light commercial construction involving actual project management, supervision, and/or real property development work; experience with HUD or federally regulated procurement and contracting is preferred.  

Education/Training: A bachelor’s degree in construction management, Engineering, Business Administration, Construction related or real estate related degree, or other related field may be substituted for two (2) of the required years of experience.

Physical Requirements

This work requires the occasional exertion of up to 20 pounds of force; frequently walking, sitting, speaking or hearing and using hands to finger, handle or feel and occasionally requires standing, climbing or balancing, stooping, kneeling, crouching or crawling, reaching with hands and arms, pushing or pulling, lifting and repetitive motions; work has standard vision requirements; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; work requires preparing and analyzing written or computer data and operating motor vehicles or equipment; work occasionally requires working near moving mechanical parts and exposure to outdoor weather conditions; work is generally in a moderately noisy location (e.g. business office, light traffic).

Special Requirements

Valid driver's license in the State of Arkansas.
