This position is responsible for preparation and review of real estate transaction documents to ensure the timely execution of such transactions as may be needed on behalf of the Commonwealth's agencies, departments and institutions, including purchase and sale agreements, leases, easements, deeds, memorandums of understanding, etc. The position has responsibility, in consultation with the Office of the Attorney General, for developing, drafting, revising and publishing standard real estate transaction forms. The Real Estate Legal Specialist will also advise and assist DREFM staff in the execution of transactions while ensuring that transactions conform to law and policies of the Commonwealth, and to assist the DREFM staff in specific transaction negotiation that may be assigned from time to time. The Real Estate Legal Specialist may be further asked to assist DREFM staff in the development and drafting of other documents, agreements, memorandums of understanding, etc., related to other areas of DREFM oversight, including real estate and facilities management, permitting, etc.
MINIMUM QUALIFICATIONS
• Bachelor's degree in real estate, public administration, or related field; or equivalent combination of training, education, & experience.
• Valid Virginia driver's license is required (or able to obtain VA license within 60 days of employment).
• Considerable experience in drafting & review of a wide array of commercial real estate transaction documents in a corporate, law firm, or governmental setting
• Experience in examining title reports, surveys, property descriptions, appraisals, and environmental surveys and reports
• Exposure to a wide array of commercial real estate transactions, including acquisition, management and disposal, in fee and/or by lease
• Knowledge of laws governing real property transactions
• Knowledge of practices related to real estate and facility management transactions
• Knowledge of real estate settlement practices
• Knowledge of records of title and title insurance practices and understanding of title reports and abstracts
• Understanding of architectural, MEP drawings and construction methods and materials
• Skill in use of PC's, MS Office, Google Email and real estate management software to maintain records, assess needs and analyze and report trends
• Ability to: handle multiple assignments simultaneously; foster a team environment; act decisively and accurately in advising and assisting client agencies
• Strong oral and written communication skills and strong management and customer service experience; highly developed verbal and written communication skills; strong customer service skills; strong negotiating skills and ability to effectively present ideas and concepts to co-workers, agencies, managers and vendors
PREFERRED QUALIFICATIONS
• Prefer knowledge and experience with Virginia real estate laws and practices pertaining to real estate and facilities management transactions by state agencies and institutions
• Prefer graduate education in real estate or related field such as Real Estate Law; Law Degree with experience in real property is highly preferred.
