Description
Under general supervision, performs technical work in determining the need for and acquiring land, valid utility easements and right of way documentation for the construction, reconstruction, relocation, or improvement of utility systems and road rights of way. The position requires the ability to communicate with and negotiate with property owners regarding new installations, job modifications and/or design changes that may affect their property.
Requirements
REPRESENTATIVE RESPONSIBILITIES:
Meet engineering and construction schedules by obtaining the necessary easements and right of way in the time allotted.
Identify project required properties and negotiate agreements for permanent installations and temporary lay down areas associated with utility and roadway projects.
Determine property ownership through investigation of courthouse records to obtain accurate property description(s), tax maps, field inspections or other means available. Research and locate landowner information.
Inspect property to be acquired; contact property owners and obtain permission for a variety of activities, such as right of way staking tree cutting / removal or temporary construction permits.
Negotiate for purchase or lease of land parcels, or file report with City Attorney for Public Domain use and necessary hearing and condemnation.
Review all easement right of way agreements prior to client approval and court filing. Primarily responsible for E-filing ROW and Easement agreements.
Prepare clear and concise documentation of the right of way process including agreements, revisions and/or modifications to agreements; correspondence, special instructions, contact logs, memoranda, reports and formal right of way releases; notarization and recording of required agreements.
Facilitate acquisition and/or prepare and secure permits from government agencies, other utilities and railroads. Provide right of way support to other departments as necessary.
Responds to routine inquiries by the public, other departments, and outside agencies regarding easements, right of way and various property issues. Conducts research in response to inquiries and determines course of action to achieve solutions. Interprets and explains procedures, policies, state, and federal regulations.
APPLICANT REQUIREMENTS:
EDUCATION AND WORK EXPERIENCE:
Knowledge of a specialized field, such as basic accounting, computer, etc. Equivalent of four years in high school, plus night, trade extension, or correspondence school specialized training, equal to two years of college
Broad knowledge of such fields as utilities, real estate, surveying and similar land management fields
Minimum of 2 years of Right of Way experience, including acquisition experience
OTHER:
Arkansas Notary Public, or ability to obtain
Must have valid Arkansas Driver’s License and good driving record
Must be able to work non-scheduled hours when directed
GIS software such as ArcView, ArcInfo, and CAD software
